PROBLEM TO BE SOLVED: To achieve the increased capacity of wireless channels and the improved wireless quality by enhancing the interference reduction effect. SOLUTION: A transmission rate control method disclosed herein includes: a step where a serving cell transmits an absolute rate grant channel; a step where the serving cell transmits a first relative rate grant channel; a step where a plurality of non-serving cells transmit second relative rate grant channels; a step where a mobile station accumulates a value assigned to the second relative rate grant channel used for decreasing the transmission rate among the second relative rate grant channels received from a plurality of the non-serving cells for a prescribed time width; and a step where the mobile station determines the transmission rate of uplink user data on the basis of the largest accumulated value, an absolute value included in the absolute rate grant channel, and the value assigned to the first relative rate grant channel.
