PROBLEM TO BE SOLVED: To improve quality and reliability of a product by easily fixing a bearing member in a housing without adversely affecting an inner diameter size of a bearing member and an outer diameter size of the housing, and to improve work efficiency by shortening time of assembly work. SOLUTION: A seal member 5 fixed to an opening 2a of the housing 2 abuts on the bearing member 3 in the housing 2 so as to regulate its axial movement, and a regulating part 3x regulating a circumferential movement of the bearing member 3 is formed on an abutting side end of the bearing member 3 facing the seal member 5. The seal member 5 is deformed by an applied pressure during press-in, its attitude is inclined, and its base end face 5x of the abutting side end is closely adhered to an inclined face 3x of the bearing member 3.
