PROBLEM TO BE SOLVED: To enhance wave-dissipating efficiency of a breakwater with a structure of a combination of a slit caisson and a wave-dissipating layer. SOLUTION: The breakwater A comprises the slit caisson 10, and the wave-dissipating layer 20 which is provided behind the slit caisson 10. The wave-dissipating layer 20 is composed of a plurality of blocks 20a, 20b, etc. , and grain sizes of gravel as a filler, accumulated on the blocks 20a, 20b, etc. , are made different from one another. For example, the central grain sizes are made different from one another.
