PROBLEM TO BE SOLVED: To increase the amount of embedded information while suppressing deterioration in picture quality of a document image. SOLUTION: An image processing apparatus comprises a processed image acquisition section 101 which acquires a document image to be processed, an information acquisition section 102 which acquires information to be embedded in the document image acquired by the processed image acquisition section 101, an image division section 103 which divides the document image into a plurality of areas and classifies the divided areas into blank areas and character areas, and an information embedding section 104 which generates a superposition image having the information embedded in the blank areas and character areas according to the classification result of the image division section 103.
