PROBLEM TO BE SOLVED: To precisely recognize the action of a person put in a special situation in a service area where the moving circumstances of persons are different in each place in such an area as a yard. SOLUTION: A service area is divided into a plurality of blocks according to the action patterns of a large number of persons in the service area, and the characteristics of the action patterns of the large number of persons of every bock are recorded as action pattern statistical information in a memory 31. A camera 14 monitors the motion of a person for every block, and acquires sensing data, and a location measuring device 21 acquires the location coordinates of the person based on the sensing data as person location information. Then, an action pattern data extracting device 22 calculates the location change of the person according to the person location information, and acquires the location change as action pattern data, and an action/circumstance recognition device 23 compares the action pattern data with the action pattern statistical information for every block, and decides the action of the person, and outputs it as an action recognition result.
