PROBLEM TO BE SOLVED: To provide a device management apparatus which automatically detects partitions if any, and automatically sets candidates of operation groups of devices in consideration of the partitions when having detected the partitions. SOLUTION: The device management apparatus includes; a position calculation means 22 for calculating each of positions of a plurality of devices 10 on the basis of measured distances between the devices 10; a shield estimating means 23 for calculating distances between the devices on the basis of the positions of devices 10 calculated by the position calculation means 22 and estimating positions of walls of shields on the basis of errors between the calculated distances and the measured distances between the devices; and an operation setting inference means 28 for setting candidates of operation groups on the basis of the positions of devices 10 and the estimated positions of walls which are derived by the shield estimating means 23.
