PROBLEM TO BE SOLVED: To provide a voice recognition system, a voice recognition device, and a voice recognition program which accept instructions for specific functions by a user's voice using a voice recognition technology. SOLUTION: In the event that the degree of reliability calculated on the basis of voice data does not satisfy a predetermined condition, a voice recognition part stores the voice data, and a response part reports that a user's instruction can not be accepted. When the degree of reliability calculated on the basis of voice data inputted after the notification, satisfies the predetermined condition, or when an instruction to specify a function is made by an operation part, the response part inquires to a user about whether the voice data stored in the voice recognition should be stored in a recognition dictionary storage as vocabulary data for voice recognition. On the basis of the user's instruction in response to the inquiry, the voice recognition part stores the voice data in the recognition dictionary storage as vocabulary data for voice recognition.
