PROBLEM TO BE SOLVED: To provide an economical fuel deoxidation system durable to vacuum all over a comparatively thin membrane. SOLUTION: The fuel deoxidation system 14 includes a fuel channel 38, an oxygen receiving channel 40, and an oxygen penetration membrane 36 having a texture processed surface communicating with the fuel channel 38 and the oxygen receiving channel 40. The oxygen penetration membrane 36 is produced by compression of the texture processed surface on the oxygen penetration membrane 36 using a micro reproductive base type die embossing apparatus and maintaining a difference in oxygen concentration all over the membrane with a sweep gas and/or vacuum to deoxidize the fuel, and the texture processed surface is characterized in increasing the surface area of the oxygen penetrating membrane 36.
