PROBLEM TO BE SOLVED: To provide a pavement body which can enhance the flatness of a paved road surface so as to reduce noises of contact between a tire of a traveling vehicle and the road surface, by preventing a rebound phenomenon of the pavement body, caused by the cubical expansion of a rubber article contained in a high-elasticity type drainage mixture. SOLUTION: When crushed stones, sand and/or a filler, and asphalt are heated and mixed together in the presence of the 1 wt% or more rubber articles, an asphalt mixture is manufactured by adding a mixing temperature lowering agent for the asphalt, and placed and spread for compaction.
