PROBLEM TO BE SOLVED: To provide a liquid agitation de-aeration charging device which is capable of completing a series of steps of conducting sufficient agitation/de-aeration, discharge of de-aerated gas and substitution with a specific gas, and application to the substrate or charging to an injection syringe or compact vessel and the like without exposing to air and without changing the vessel notwithstanding the viscosity of the liquid to be treated and the property of the particles included in the liquid. SOLUTION: The atmosphere shielding mechanism is composed of a common vessel 2 to store the liquid to be treated through each step of the agitation/de-aeration/charging and a piston 3 which is slid at the inside of the vessel 2 having a discharging mechanism to discharge the gas into atmosphere and a gas injection mechanism to inject the specific gas to atmosphere. The liquid to be treated is agitated/de-aerated by rotating a stirrer for agitation in the vessel 2 with non-contact type driving force from the outside of the vessel 2 in the stirrer driving mechanism which is not shown and then charged into the injection syringe 15 through the discharging mouth 7 by pushing down the piston 3.
