PROBLEM TO BE SOLVED: To prevent occurrence of exfoliation starting at a flaw control the development in the case of exfoliation, and substantially improve the adhesion of a base material surface and an amorphous hard carbon film. SOLUTION: In a manufacturing method of a valve lifter 1 and a shim 3 in which sliding surfaces are coated with a amorphous hard carbon film 2, arithmetic mean roughness Ra of the surface of a substrate 4 (a base) is regulated to 0.01-0.03μm and the maximum length of scratches is set to 250μm or less by shotblasting.
