PROBLEM TO BE SOLVED: To provide an image converting device that converts image signals with a 4:3 aspect ratio so as to display an image on a display panel screen as large as possible while keeping the aspect ratio of the displayed image is approximately same as the aspect ratio of the original image signal without erasing necessary upper or lower image information or giving discomfort to a user when image signals with a 4:3 aspect ratio are displayed on a 16:9-type display panel, and to provide an image display apparatus equipped with the above image converting device. SOLUTION: Inputted image signals 11 with a 4:3 aspect ratio are clipped in a clipping range 12 by a signal clipping means. In order to avoid elimination of a telop (projected image by television opaque projection) and to further decrease the clipping range in the vertical direction, the ratio of the number of scanning lines eliminated in an upper side to the number of scanning lines eliminated in a lower side is controlled to a predetermined ratio with a smaller number in the upper side than in the lower side. The clipped image signals are subjected to enlarge scaling by a variable magnification means by the ratio of X/Y (which is larger than 1 and smaller than 1.33, for example, 1.07) to output an image portion 14c (1,640×1,080) on a screen 13.
