SOLUTION: This communication base station 20 has a satellite time information generating means for generating the satellite time information, that is a time of a positioning satellite 12a or the like, for indicating a satellite time, based on a satellite signal S1; and a satellite orbit information generating means for generating the satellite orbit information indicating a satellite orbit of the positioning satellite 12a or the like, when generating the satellite time information, in an interval time specified by an effective period of the satellite orbit information indicating the satellite orbit of the positioning satellite. A terminal device 50 has a satellite time information acquiring means for acquiring the satellite time information from the communication base station 20; a positioning auxiliary information acquiring means for acquiring positioning auxiliary information from the communication base station; and a positioning means or the like for positioning a position of the terminal device 50, based on the satellite signals S1 or the like from the plurality of positioning satellites 12a or the like, using the satellite time information and the satellite orbit information.
