PROBLEM TO BE SOLVED: To provide a communication terminal device performing originating call control for an arbitrary time when an originating call regulation signal is received from a base station in a state of line congestion. SOLUTION: When a base station (10) enters a line congestion state by communication processing with a plurality of communication terminal devices (1, 2) existing in a cell (A) configured by the base station (10) itself, the base station (10) transmits an originating call regulation signal (B) of communication processing to all the communication terminals devices (1, 2) existing in the cell (A). Upon receiving the originating call regulation signal (B) from the base station (10), the communication terminals devices (1, 2) existing in the cell (A) set an arbitrary time for performing originating call regulation and performs originating call regulation for the arbitrary time thus set.
