PROBLEM TO BE SOLVED: To provide an apparatus for detecting explosives capable of implementing a low ratio of erroneous reports to explosives without impairing high processing performance of an X-ray device. SOLUTION: In inspections on explosives in baggages, the possibility of the presence of explosives is first determined on the basis of both or either densities or effective atomic numbers acquired from X-ray images acquired by irradiation with X rays. Radio waves within a frequency range between 0.1-6 MHz optimally irradiate the range of the presence of the explosives on the basis of information acquired from the X-ray images. Radio waves generated by nuclear quadrupole resonance of a N-14 nucleus are received to determine whether the explosives are present under the condition that a signal value of the location of resonance radio frequencies corresponding to previously registered explosives is equal to a predetermined prescribed value or greater.
