PROBLEM TO BE SOLVED: To easily perform, in a baggage cart such as a meal serving wagon having both the maintaining function of a halt condition and the speed reduction function on the move, these operations. SOLUTION: In this brake device, the upper end of a first connecting member 18 is rotatably connected via a hinge 15 to a base part of at least its one handle lever 11 among handle levers 11 and 41 installed in both side parts 1a and 1b of the meal serving wagon 1. One end of a substantially toppled L-shaped second connecting member 21 rotatably journaled to an outside bottom surface of a meal serving wagon 1 body, is rotatably connected via a pin to the lower end of the first connecting member 18. One end of a third connecting member 26 is also rotatably connected via a pin to the other end of the second connecting member 21, and the other end of the third connecting member 26 is connected to a fourth connecting member 31 installed in an operation part 28a of a brake drum 28 of a wheel 27, and operation of the handle lever 11 and operation of the brake drum 28 are interlocked.
