PROBLEM TO BE SOLVED: To accurately estimate a travel time of a nonservice link. SOLUTION: This system stores a travel time of each road link, and a relation of the travel time between the one link and the peripheral link existing in the periphery of the link, applies the stored travel time between the one link and the peripheral link thereof to a relation of the travel time between the nonservice link not stored with the travel time, and a service link existing in the periphery of the nonservice link and stored with the travel time, and estimates the travel time of the nonservice link.
