PROBLEM TO BE SOLVED: To make a data collection master unit for generating a database by collecting measurement data from two or more data collection slave units generate a database while keeping integrity among measurement data acquired by each data collection slave unit. SOLUTION: A data collection slave unit 2 stores measurement data acquired sequentially from an external apparatus 6 temporarily in a measurement data storage section 22 and transmits the measurement data to a data collection master unit 1. An overflow counting section 21 counts the number of measurement data which have not been transmitted to the data collection master unit 1 due to the overflow of the measurement data storage section 22. Based on the number of the overflow, the data collection master unit 1 stores dummy data in the database within a database storage section 11 and keeps integrity among measurement data collected from different data collection slave units 2.
