PROBLEM TO BE SOLVED: To provide a harmless and safe base material used for the production of health-supplementing materials (a health-supplementing food or health-supplementing cosmetic lotion) enabling the promotion of blood circulation in a body and the improvement of moisture-holding/modifying property of a skin, simply and at a low cost.

SOLUTION: This base material used for the production of the health-supplementing materials is obtained by evaporating barely white liquor having 20-60% alcohol concentration obtained by using the barley and barley malt as raw materials, and using its residual material as the base material. The method for producing the base material used for the health-supplementing materials is also provided.
