<p><P>PROBLEM TO BE SOLVED: To provide a communication medium selection device and a communication medium selection method in such a way as to increase a utilization rate by searching wiring points along a cable from a near point facility, and comparing the rate of use of a communication medium on the cable. <P>SOLUTION: It is decided whether the attribute of the cable laid in the near point facility serves as the purpose. When it meets the purpose, wiring points are specified along the cable. When it does not, a cable that meets the purpose is searched for along the cable to specify a wiring point along the cable having the attribute for the purpose. When a communication medium is selected from the wiring points, the utilization rate of the communication medium on each cable is read out of a communication medium utilization rate calculator and compared for each cable.
