PROBLEM TO BE SOLVED: To instantaneously shift to a locked condition in a key-lock device for a DVD recorder or the like, even when a user suddenly has to leave the seat, and to effectively prevent unauthorized operation of the device for persons other than legitimate users. SOLUTION: When the user depresses a lock button 31, since the signal inputted to an input terminal B of a SRFF35 from an AND circuit 34 normally becomes "1", the signal outputted from an output terminal Y of the SRFF35 becomes "0", an input signal from each of the keys in an operating section is invalidated and is shifted to a locked condition. Moreover, only when a microcomputer determines that the password, inputted by the user, is equal to the password for collation, "1" is inputted to an input terminal A of the SRFF35, the signal outputted from the output terminal Y of the SRFF35 becomes "1", and the locked condition is released.
