<p><P>PROBLEM TO BE SOLVED: To smoothly scrape-off an objective element precipitated on an electrode, and to prevent the sticking of scraping blades to the precipitate. <P>SOLUTION: The scraping blades 2 in the precipitate scraping type electrolyzer 1 scrape and recover an objective element precipitated on a cylindrical electrode provided in an electrolytic cell at the time of electrolytic refining in the electrolytic cell. The scraping blades 2 are provided around a rotary electrode 4 rotating almost at the center of the cylindrical electrode 5 in a state of being divided into several pieces in the axial direction of the rotary electrode 4, and are tilted with respect to the rotary axis of the rotary electrode 4.
