<p><P>PROBLEM TO BE SOLVED: To provide a technology capable of surely preventing production of copies with a simple configuration at a low cost. <P>SOLUTION: A block extract section 131 extracts a block from received data. An encode execution section 132 uses encoders A, B, C, ... corresponding to a plurality of different encode methods to encode the extracted block.
