PROBLEM TO BE SOLVED: To prevent occurrence of collision noise due to collision between an interfering part of an outside outer cylinder and that of an inside outer cylinder. SOLUTION: Rubber 8 is coated as a buffer material on each side face of a fitting groove 7 for interference of the inside outer cylinder 4 interfering with a projection 6 for interference of the outside outer cylinder 3. Consequently, it is possible to prevent the occurrence of collision noise due to collision between the projection 6 for interference and the fitting groove 7 for interference.
