PROBLEM TO BE SOLVED: To provide an image forming method and image forming apparatus in which even when an image comprising thermally unexpandable toner is formed in addition to a thermally expandable toner image, the thermally expandable toner image is easily and efficiently expanded and raised, whereby a good three-dimensional image is formed, and both of the thermally expandable toner and the thermally unexpandable toner are favorably fixed on a recording medium. SOLUTION: In the image forming method and image forming apparatus, an image T(H) comprising the thermally expandable toner, and an image comprising the thermally unexpandable toner containing an infrared absorbing agent, are formed on a thermally unexpandable recording medium P by a first image forming means 10H and a second image forming means 10I. Then the recording medium on which the thermally expandable toner image and the thermally unexpandable toner image have been formed is heated and pressurized by at least a heat-pressure fixing means 7, whereby the thermally expandable toner image is expanded to form a raised three-dimensional image.
