PROBLEM TO BE SOLVED: To provide a serial data transmitting and receiving apparatus reducing power consumption. SOLUTION: The serial data transmitting and receiving apparatus is equipped with: a parallel/serial converter 1; an LDVS (low voltage differential signaling) signal transmitter 2; an LDVS signal receiver 3; a transmission line 4; a non-display detector 5 as a non-display period detector; and an output controller 6. The non-display detector 5 outputs an output control signal as a non-display period detecting signal to the output controller 6 by detecting a non-display period T1 of an input data signal RGB on the basis of inputted control signals (a data enable signal DE, a vertical synchronous signal VSYNC, and a horizontal synchronous signal HSYNC). Thereafter, the output controller 6 controls the transmitter 2 on the basis of the output control signal to reduce the transmission output level of the transmitter 2 in the non-display period T1 as compared with a display period T2.
