PROBLEM TO BE SOLVED: To provide an electrode catalyst layer for a fuel cell excellent in power generating performance with inner resistance reduced.

SOLUTION: The electrode catalyst layer 100 for a fuel cell contains conductive fiber having conductive nano-fibers 112, catalyst particles 113 carried at least by the conductive nano-fibers 111, and solid polymer electrolyte 114.
