PROBLEM TO BE SOLVED: To provide a mechanism for automatically performing access to a URL where there is few problem on a category by solving the problem that it is difficult to facilitate countermeasures to the various use of information to be used in an enterprise where various tasks coexist by uniform access control by content filtering software. SOLUTION: Connection request information for browsing desired information is collated with browsing inhibition information, and when the connection request information is the browsing inhibition information according to the collation, information including at least a portion of the information requested in response to the connection request information is transmitted.
