SOLUTION: The water supply type retentive pavement structure is constituted of an asphalt water retention layer 1 forming a surface layer filling a clearance section of an open-graded asphalt concrete 3 with a slurry 4 making a coal ash as a main body and a coal ash hardening crushed stone water storage layer 2 located on the lower side of the asphalt water retention layer and, at the same time, compacted into a predetermined density by making a coal ash hardening crushed stone as the main body. The slurry making the coal ash as the main body is mixed with coal ash, plaster, lime or cement and water, at the same time, a chemical admixture is added at need, and the slurry adjusting P funnel flow value less than 10 seconds is used, the coal ash hardening crushed stone adds the lime and the plaster to the coal ash as an additive to form after mixing with water, and then, after the cure of the admixture has been carried out, a crushed stone-shaped hardening body obtained by crushing the cured hardening body into pieces is used.
