PROBLEM TO BE SOLVED: To accurately detect slag mixed in a molten steel in the process of tapping the molten steel by tilting a converter, using image processing without being affected by smoke generated by charging a sub raw material and alloy iron during tapping steel. SOLUTION: The area (RC) of a tapping steel flow 16 occupying an image 24 picked up during the tapping is regarded to be substantially constant, and it is judged that the disturbance is associated if the sum of the area (RA) of the detected molten steel and the area (RB) of the slag 8 exceeds the threshold L2, but not judged that the slag flow is started.
