<P>PROBLEM TO BE SOLVED: To provide an authenticating medium issuing system allowing a creation request of an electronic signature from an issuing site to a host device, or delivery of the electronic signature from the host device to the issuing site when facsimile communication is possible, for example, even in a state that data communication is not performed. <P>SOLUTION: In this authenticating medium issuing system, after application by an applicant, examination is performed, an ID card is issued to a successful applicant thereof, and certification that the ID card is genuine is performed by imparting the electronic signature produced on the host device side. When the host device and a place (a card issuing terminal device) issuing the ID card are remote and when communication abnormality wherein the data communication by a network line (a first communication means) cannot be performed occurs, transmission data are converted into a two-dimensional bar code, and information is delivered by a facsimile communication line (a second communication means) of a communication method different from the network line. <P>COPYRIGHT: (C)2006,JPO&NCIPI |
