PROBLEM TO BE SOLVED: To provide a controller for a secondary battery wherein the breakage of the secondary battery at a low temperature is prevented. SOLUTION: ECU executes a program of a step (S200) at which, when a system start signal is turned on (YES at S100), a battery temperature or an ambient temperature is detected; a step (S400) at which, when the temperature of the battery for running or the ambient temperature is lower than a predetermined threshold (YES at S300), the present battery SOC is detected; a step (S600) at which, when the present battery SOC is higher than a target SOC at an ordinary temperature (YES at S500), the target SOC is changed to a value equal to or higher than the present battery SOC; and a step (S700) at which SMR is turned on.
