PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus which effectively use excess energy, are superior in energy saving property and also excellent from the view points of high image quality, durability and heat efficiency. SOLUTION: The fixing apparatus is provided with a heating means (13) heating a toner image and a preliminary heating member (15) carrying out preliminary heating of a recording medium (12) by the heat which is generated by the heating means (13) before the recording medium (12) reaches a nip part. Therefore, the preliminary heating member is heated by the heat energy to the surrounding by the heating means other than for heating a toner image and the fixing property can be improved by heating the recording medium before transferring by the preliminary heating member and the energy can be used effectively as well and furthermore, the fixing temperature is lowered, resulting in saving energy.
