PROBLEM TO BE SOLVED: To be capable of a position measurement in a satellite obscured environment. SOLUTION: A ground installation type NPS uses a signal like GNSS and a positioning signal of other ground installation type positioning unit device transmitted from a GNSS synchronous network which consists of the ground installation type positioning unit device. These positioning unit devices are used for a determination of absolute and relative position in the satellite obscured environment. Thus, allowing seamless transition between GNSS and NPS, e.g., outdoor to indoor and capable of operating successively without GNSS. Furthermore, these positioning unit devices are self-integrating, thus allowing an effortless integration of an additional positioning device into the GNSS and/or the NPS network.
