PROBLEM TO BE SOLVED: To perform smooth starting corresponding to engine environment by realizing saving of fuel, reducing emission of carbon dioxide, and restraining graphite in engine starting of a diesel engine. SOLUTION: A rack 45 is operated from the lowest rack position to the starting extending position to be later than the time when an actuator 41 reaches the starting extending position from the lowest rack position at the maximum operating speed, and the operating speed of the rack 45 is set in two steps so that the later operating speed is slower than the operating speed to the preset midway rack target value P2. After the ignition of the engine 1 is recognized, the manipulated variable per time of the rack 45 is decreased.
