PROBLEM TO BE SOLVED: To develop the shallows and a tidal flat, where the environment suitable for the growth/living of living things is maintained over a long period of time, without causing the outflow of a land reclamation material such as dredged soil. SOLUTION: A submerged dyke for preventing the running out of the land reclamation material is constructed in such a manner as to surround a land-developing water area; an infilling layer of the dredged soil is formed inside the submerged dyke; and a sand covering layer, at least the uppermost part of which contains steel-making slag, is provided on the infilling layer. The infilling layer is stabilized by providing the sand covering layer composed of steel slag such as the steel-making slag. This can restrain the dredged soil from being exposed or washed away, can enhance stability against ocean waves by the sand covering layer containing the steel-making slag, and can suppress the generation of hydrogen sulfide in the filling layer and the elution of hydrogen sulfide from the infilling layer.
