<P>PROBLEM TO BE SOLVED: To construct a personal authentication system applicable to both personal information by a manual input and personal information inputted through an IC card by attaching a personal authentication function using an IC card to the existing personal authentication system. <P>SOLUTION: A user ID, a user password and personal information of the user are registered in a user master DB 42. When using the IC card to make a registration, an internal ID and an internal password are registered in a card login master DB 41, and the internal ID and the internal password are attached to the personal information already registered in the user master DB 42.
