PROBLEM TO BE SOLVED: To provide an access point and an access point control unit whereby a load imposed on the access point required for frame processing in a downlink direction can be relieved in the case of adopting the IEEE802.11e and QoS control between the access point and the access point control unit can be carried out. SOLUTION: The priority discrimination section 101 of the access point control unit 10 discriminates the priority for an Ethernet frame in the downlink direction received by a communication section 100 according to a stored priority discrimination method, maps the discriminated priority on the UP area of a QoS control field of a 802.11 frame, and also performs mapping on a priority area of a VLAN tag of a VLAN frame, and a header generating section 103 attaches the VLAN frame whose priority area of the VLAN tag is mapped with the priority to the 802. 11 frame whose UP area of the QoS control field is mapped with the priority as a header.
