PROBLEM TO BE SOLVED: To provide a cleaning blade for an electrophotographic copying machine having superior durability and demonstrating superior toner scraping property, without relying on the temperature environment. SOLUTION: The cleaning blade consists of polyurethane composite hardened body 1, containing particles of low hardness 5 indicated in (A) in the following section, and at least a sliding contact part 3 in the outer periphery of the hardened body 1 is formed in a skin layer 4 that does not contain the particles of low hardness 5, and the particles of the low hardness 5 are dispersed in parts other than the skin layer 4.
