PROBLEM TO BE SOLVED: To provide a member indicating ultra-hydrophilic properties obtained by applying a dispersion prepared by dispersing fine metal oxide particles in a non-volatile silicone on a substrate and baking the dispersion, or concretely to provide the member useful for fouling prevention and glass treatment obtained by preparing silica by baking the non-volatile silicone and incorporating the fine metal oxide particles into the skeleton of the silica. SOLUTION: The dispersion in which particles 1 nm-100μm in average primary particle size of titanium oxide, zinc oxide, silicon dioxide, aluminum oxide, zirconium oxide, iron oxide, cerium oxide, tungsten oxide, cobalt oxide, or tin oxide are dispersed in the non-volatile silicone such as a methylhydrogenpolysiloxane, a dimethylpolysiloxane-methylhydrogen polysiloxane copolymer, or a silicone resin is applied on the substrate and baked to obtain the member having the ultra-hydrophilic properties.
