PROBLEM TO BE SOLVED: To provide a method of forming a cap for pilfer proof in which, at the time when a fracture facilitation part is formed, a twisting load is not produced at a bridge, and to provide a device of forming the cap for pilfer proof. SOLUTION: The forming device 21 is provided with a cap material holding means 22 which holds a cap material 11, and, in which a recessed part 22e extending to the circumferential direction is formed at a position corresponding to a slit forming area 5; a cutting edge member 23 which is provided with a plurality of cutting edge parts 23b projectingly formed on the inner circumferential side with intervals and movable from the outer part to the inner part of the circumferential wall part 3, and in which a cam follower part 23c gradually tilted and diameter-expanded is formed on the outer circumferential side; a diameter-reduction member 24 in which a cam part 24b capable of being engaged with the cam follower part 23c is formed at the inner circumferential side, and which can progress/retreat in the axial direction; and a driving apparatus which can move the cutting edge parts 23b to the central direction of the cap material 11 by progressing/retreating the diameter-reduction member 24.
