<P>PROBLEM TO BE SOLVED: To perform advertisement by video and to obtain information on people gathering in an advertisement place by request from the advertiser side directly. <P>SOLUTION: An advertisement broadcast relay center 3 broadcasts an advertisement program to advertisement television telephone terminals 11a, 11b and 11c. The advertisement television telephone terminals 11a, 11b and 11c reproduce the advertisement program thus transmitted and delivers a monitor signal to the advertisement broadcast relay center 3. At the time of monitoring the situation of each advertisement place, an advertiser specifies an advertisement place being monitored on a monitor television telephone terminal 21a, 21b, 21c and performs connection processing with the advertisement broadcast relay center 3.
