PROBLEM TO BE SOLVED: To provide a system development support method and program allowing a user to efficiently generate an application program and charging for them. SOLUTION: A keyword schema 11 and a composer 12 of a client terminal 10 generate a three-layer specification XML code SPEX. A simulator 13 generates an ASP code using a template stored in a simulator template data storage part 131 for executing simulation. A generator 14 receives input of environment information of the application program to acquire the template from a management server 20. The generator 14 generates a source code using the template, furthermore computes a function point using tags or the like of the specification XML code SPEX to transmit it to the management server 20.
