PROBLEM TO BE SOLVED: To improve layout efficiency and to reduce the influence of eccentric load in a pierce burring arrangement for forming burring holes at a plurality of points of a baffle plate. SOLUTION: Workpieces 39 are conveyed to prescribed lower die positions by an X-Y conveyance mechanism 59, and spacers 35 are conveyed up to prescribed upper die positions by an X-Y conveyance mechanism 51. The pressure from a hydraulic press 19 is exerted via the spacers 35 toward the upper dies 27a etc., and the workpieces 39 are subjected to piercing from the lower dies 27b, etc., side toward the upper dies 27a etc., sides so that the burring holes are formed in the prescribed positions of the workpieces.
