PROBLEM TO BE SOLVED: To provide a method for making a microarea such as within a channel formed in a substrate partially hydrophilic and a chip member including a means for carrying out such the treatment. SOLUTION: A pair of comb-like electrodes 2 is placed on a flat substrate 1 so as to mutually mesh and a dielectric layer 3 is covered by covering it. The dielectric layer 3 has a flow channel 5 so as to include the area of the electrode 2 as a part. Prior to use of the flow channel of this chip member in analysis or reaction, if a predetermined high-frequency voltage is applied across the pair of comb-like electrodes 2, creeping discharge is generated in an area where the electrodes 2 are present in the flow channel 5 and the surface of the part is subjected to hydrophilic treatment.
