<p><P>PROBLEM TO BE SOLVED: To suppress quality deterioration of an image obtained by decoding without losing a high-frequency component that an original image, such as a moving picture and a still image, has originally. <P>SOLUTION: A filter coefficient calculator 150 performs the filter coefficient arithmetic processing of a two-dimensional FIR filter 250 on the side of a moving picture decoding device on the basis of a decoded image inputted via an adder 140 and an input moving picture that is the original image, and obtains a filter coefficient for minimizing the coding error between the input moving picture and the decoded image for outputting to a variable-length coder 180. The variable-length coder 180 performs variable-length coding to the coded image from a coder 120, the filter coefficient from the filter coefficient calculator 150, a motion vector from a motion detector 170, or the like for outputting to a transmitter 190.
