PROBLEM TO BE SOLVED: To provide a plasma display panel capable of suppressing the deterioration of panel characteristics with the passage of time and manufacturing simply at low cost, and to provide its manufacturing method. SOLUTION: In the plasma display panel, bus electrodes 113a, 113b are formed into approximately cross-sectionally circular arc shape using a conductive paste and a dielectric layer 114 is formed by vapor phase growth method, thereby the dielectric layer 114 becomes thinner than conventional one and a gently sloping level difference t appears on the surface of a protective layer 115. Thereby, changes in the passage of time of the panel characteristics can be suppressed, while the discharge efficiency at the time of surface discharge being improved. Furthermore, even if it is combined with a rear substrate 120 having a parallel cross-like barrier rib of a uniform height, movement of gas molecules through the gap s becomes easy, and evacuation process after pasting the front substrate 110 and the rear substrate 120 becomes short.
