摘要 PROBLEM TO BE SOLVED: To allocate frequency bands associated with a multi-band network across a first and a second cell in a communications system. SOLUTION: A load parameter associated with the first and second cells is determined, and a target cell for a mobile wireless device is selected from the first and second cells so as to transfer the mobile wireless device from a first frequency band to a second frequency band based on the load parameter. In one embodiment, the selection of a frequency band appropriate to a mobile wireless device in a multi-band network can be realized based on the measurements of pilot channel properties and load parameter in order to take into account a cell load of a target set of cells for an inter-frequency handover, and can prevent unnecessary inter-frequency handover of users to cells with a relatively higher load, thus making it possible to enhance overall system capacity as well as service quality.
