A rotor structure (13) fits on a stator's (12) axle (121) so as to rotate. A root (130) of a blower attaches on a center base (20) with a top part and an inner peripheral wall. Permanent magnets (131) fit on the inner peripheral wall and maintains an interaction with stator windings (122). An absorptive attenuator (133) with induction magnets (132) attaches on the top side of the blower root.
