PROBLEM TO BE SOLVED: To provide an automatic ticket gate system that properly checks entry and exit and provides services to users by means of mobile terminals. SOLUTION: A radio base station 2 allocates a control signal channel and a position measurement channel to a mobile terminal 4 that enters a cell 100 in a station. The mobile terminal 4 sends its own identification information to the radio base station 2 through the control signal channel. The radio base station 2 obtains information about the user of the mobile terminal 4 from a management server 3, creates the result of determination as to whether or not to permit passage, sends the result to the mobile terminal 4, and sends the first result of whether or not to permit passage. As the owner of the mobile terminal goes through a path to the passage gate of an automatic ticket gate device 6, the automatic ticket gate device 6 detects and specifies through the position measurement channel the mobile terminal 4 that has entered a guide path, then refers to the radio base station 2, and controls the passage gate to open or close. The user of the mobile terminal is allowed to separately pay fares at a fare adjustment device 5, use an ETC, and directly purchase or pay for tickets via a variety of networks.
